AP* Retreat Meeting Report
24-25 August 2001, Bangkok, Thailand.

The meeting chair Prof. Toru Takahashi expressed his thanks to all meeting participants. He asked the participants to review the agenda. After discussion participants agreed on basic meeting agenda.

Next APAN meeting will be held 23-25 January in Phuket. Thailand.

Next APRICOT
The next APRICOT will be held during 3-7 March 2002 Bangkok. Thailand.

Next Generation of AP*
  • APNG is going to arrange AP Next Generation camp on 28 Feb - 1 March 2002 at AIT, Bangkok, Thailand.
  • The motive is to bring new generation in main stream of Internet activities. Next generation can bring new ideas and new strategies for Internet development. After a two-day camp, new generation could formalize the APNG charter.
  • Next generation would present country reports and Internet related issues in their country and they can also suggest the solution for these issues. Each organization will try to send 3 or more participants to attend this camp.
  • All seniors will come to attend and would share their experiences and new information. It will be kind of a General Assembly.
  • The agenda will be announced soon.

    Discussion on Joint Secretariat.
  • Need to set up new web site for Joint sec information dissemination.
  • We can print one hard copy brochure to send all organization.
  • Need to create new mailing list.
  • Need to prepare Board and membership structure.
  • Before next AP* Retreat meeting, Joint Secretariat will prepare the bylaws.
  • AP Joint sec will collect the membership fee which could be used by AP* Retreat sec to support secretariat activities.
  • Right now we have two offices. Bangkok office manages AP* Retreat and Korea office hosts AP Outreach and ccTLD Sec. We may consider more office (e.g. APNG.etc) later.
  • Meeting will be arranged twice a year.
  • We need to bring other organizations as members of AP Joint sec. There are organizations in Bangladesh, India, Sri Lanka and other Asian countries which are working on Internet related issues. We need to share information with them. Many organizations they don’t know about this group. If we publicize information about AP* joint secretariat, Then we would be stronger group and we can get more strong roll in all IT related issues.

    IT NETWORK TRAINING CENTER

  • We need IT Network Training Center for Asia-Pacific. It is really difficult for AP organizations to send their people to USA for training.
  • AIT is more convenient place to reach from all AP regions. Also AIT has Regional Computer Center which we can modify for Internet Engineering Training.
  • We have seed money from Prof. Toru Takahashi. AIT will also contribute and also we got commitment from NSRC for resource person and for training material.
  • We require help from all AP organizations in kind of money, equipment, training material or resource person. APDIP and ITU can also help for IT Center.
  • IT training Center will provide the courses on Network engineering .We can develop some courses on policy issues and on operational language. We need to develop new models for training.
  • The duration of courses could be ranged from one week to three months. It does depend on participants and organization requirements. We need to try to make theses courses more intensive for government officers.
  • ISOC also announced that their training material is available for public so we requested them for training material.
  • The board members for IT Training Center are Paul Wilson, Shahid Akhtar, Prof.Xing Li . Suguru Yamaguchi will be the Board Chairman and Prof. Toru Takashi will be the Board advisor.

    ICANN related issues

  • Mr. Hotta presented brief information on ICANN structure and process.
  • ICANN structure is quite ramified so they are trying to revise it to make it more simple and understandable.
  • Few participants said that ICANN doesn’t want to be listened to rest of the world. ICANN attitude is quite aristocratic. But we don’t need to dishearten due to their attitude.
  • We can’t simply deny the importance of ICANN politically. Indeed we should prepare some group presentation with the consultation of all AP organizations to make sure our participation in ICANN activities
  • We have good opportunity for next election phase. We need to work prior to prospective election to make ensure AP participation in ICANN at all levels. This election is also indicator for us to plan future planing. We need to emphasize on in-distinctive election process from AP organization. Last time we had 4 persons from Japan and 3 from Korea.
  • It could be quite parlous for all of us to identify the issues but we have to publicize the issues to others AP organization to get support .We need to prepare some joint indenture for ICANN meeting. We need to prove ourselves as Asia-Pacific.
  • The reality is AP means all Asia-Pacific including as well as Middle East and South Asia. We don’t have proper participation from AP in ICANN and then there is Latin America and then Africa.
  • Prof. Goto said that we couldn’t rebuke all those organization about their behavior in ICANN Meetings. First we need to address the issues. We need to find how and how much we can contribute in DNSO, ccSOs, ASOs, and in PSOs.
  • We need to prepare position paper from AP group. Perhaps that position paper should be put in to mailing list for large discussion.
  • We need to proceed at DNSO, ANSO and on PSOs level. If we did not meet on specific issues, we can’t be able get propitiate space in ICANN

    ICANN - at-large membership study.

  • Mr. Chen Wen-Sung provided information on this topic. According to his information this draft is written by ICANN Legal secretariat. He said that right now ICANN steering committee is assessing this study. Is this structure is proper or whether they need to change this?
  • ICANN needs a balanced representation of all interested and concerned groups .
  • ICANN needs user representation and Internet user needs to be self-organized
  • The concept of membership has to be further developed
  • Internet user supporting organization (IUSO) could constitute the framework for active participation of users in ICANN activities presentation.
  • Direct election by the Internet user constituencies
  • Should the ICANN Board include At-Large Directors?
  • If so, how many such At-Large Directors should there be?
  • How should any such At-Large Directors be selected?
  • If selection by an At-Large membership is recommended, what processes and procedures should be used to create that At-Large membership? What minimum criteria, if any, should be required for membership?
  • If an At-Large membership is to exist, what should its structure, role and functions be? How should it be funded?

    ISOC Chapter coordination.

  • ISOC Taiwan chapter is already established. TWNIC is working as ISOC local Chapter
  • At-large members promoting activities
  • ISOC Thailand chapter is very active in all means.
  • ISOC has fellowship program for developing countries.
  • ISOC Japan is organizing three activities per year.
  • We can work for ISOC Asia-Pacific. All activities should be done under this umbrella.

    Multilingual TLD and related issues.

  • MINC is working on Multilingual Internet names and supporting each language Group activities.
  • In July MINC organized one workshop in Pakistan on Undu Internet Names system They are working with AINC and next month ANIC is organizing a meeting in Cairo, which represents Arabic language.
  • From Asia we need to work on multilingual issues. cc TLD is working on translation issues. Right now they are translating minutes, Bylaws, Delegation/Redelagation. First we need to decide what we want to translate. We gave these documents to concerned persons and then we do follow up. We don’t give them deadline so they are quite free. Like cctld has one person to handle translation issues.
  • INFITT also provides the English to Tamil translation services. If any organization wants to translate any document in Indian languages INFITT can help them

    New gTLDs including .asia
         There was discussion on new gTLDs and .asia. One participant raised the issue that we could also apply for .asia as region like .EU, but Prof. Kilnam informed the participant that we could not propose that. We are not ready to establish it and also .org moved out from verisign .EU -- they are European union and they share single currency as well. And if you will try for it, it will take long time more then five years as well as we need huge money like USD100,000. Suppose we get it, then it will be big mess like .EU. Tamil can try for new gTLD. They have big number of population in many countries. Also China has better chance to operate as new gTLD. Korea also applied for new gTLD.
    Prof. kilnam also presented brief information on ccTLD and ISO 3166.
    To create a new ccTLD physical locations if a request fulfils the three criteria then chances are that the ISO will consider the request. Concerning the legal status of a country or dependency. A new entry is shown in the United Nations lists of country names. These lists given in the UN Bulletin "Country Names" and in the code list of the "Standard Country or Area Codes for Statistical Use.

         I. The area name for which the inclusion in ISO 3166-1 is requested represents an area, which is physically separated from its parent country. Dependent areas directly bordering on the parent country cannot be included in ISO 3166-1.
         II. An interchange requirement exists between the area for which a code element is requested and other physical locations. For the purposes of ISO 3166-1 the term interchange requirement includes a stated and proven necessity to move physical objects (e.g.goods) or non-physical objects (e.g. electronic messages) from one physical location to another.
         III. A request for the inclusion of a country name (or the name of a dependent area) in ISO 3166-1 must originate from the national Government of the country or from the national standards body of that country. The ISO 3166/MA rejects any request, which is not accompanied by a written statement from the national government explicitly agreeing to and supporting the request.
    Note: Fulfilling all three criteria does not automatically entail that the new country name is added to ISO 3166-1. The ISO 3166/MA will still discuss the request and vote on it. Only if the outcome of the vote is positive, the new country name will be added to ISO 3166-1.

    Outreach and Awareness

  • Participants agreed that AP Outreach should be done under AP umbrella
  • Need to update presentation material for Outreach activities.
    APNIC has fund and they are already working with AP Outreach and APTLD.
  • Is it possible that if MINC and APRICOT could participate? As APRICOT is already involved in training and outreach. APRICOT is able to make presentation about its activities
  • APIA don’t have any funding but they are interested to help outreach activities.
  • We can invite other organizations and companies who may can get indirect benefit.
  • World Bank and UNDP are also funding outreach projects.
    APDIP is working on training and on outreach. We can find some ways of collaboration. Also APDIP can guide us on funding issue.
  • We need to spread the outreach program through all AP regions.

    AP* Retreat

  • We should share and support each other’s projects. We should find ways on how we could help each other as an organization.
  • Need to bring other countries in AP* group. Right now we don’t have participation from South Asia and Pacific Island.
  • Need to set up new mailing list for journal public.
    We need to listen to new age. Meeting should be opened for new voices and for new perspective. This group needs some development.
  • The next AP* Retreat meeting will be held on 2nd march 2002 (tentatively) at AIT, Bangkok, Thailand
